What We Do

The work of the Pennsylvania Economy League ranges from practical support for municipalities and school districts to public policy commentaries and independent research. 

PEL prides itself on the integrity of its nonpartisan information and insight.

POLICY

We engage in civic leadership education on policy issues from a nonpartisan perspective so that decision makers, business leaders and Pennsylvania’s citizens have the information they need to advocate for positive changes to state and local government. We conduct independent research that shows the real financial and managerial challenges that municipalities face, and we use those facts to propose realistic solutions.

ACTION

We offer a wide range of practical technical assistance to local governments and school districts to help them beat fiscal difficulties, right-size their operations, explore intergovernmental cooperation and more. Our accurate, fact-driven assistance has been used by dozens of municipalities and more than 90 school districts.

EXPERIENCE

Our work has driven public policy for decades. A recent sample of Commonwealth programs guided by our research includes the cost-saving consolidation of the state’s fragmented earned income state collection and development of the state’s Early Intervention Program to help municipalities with financial and operational issues.

We’ve long been at the forefront of positive change from staffing the state Constitutional Convention that improved taxation, created Home Rule and unified the judicial system to shepherding the historical merger of hundreds of school districts into the ones we have today.

Our work includes:
  •  Commentary on topical government and education concerns based on PEL research and “boots on the ground” experience of working directly with school districts and local governments
  •  Independent research that provides greater understanding of the realities of local governments and school districts rather than relying on assumptions.
