Leeanne Rogers, PEL Chief Executive Officer

LeeAnne leads a team of dedicated staff and consultants that deliver technical assistance and consulting services to Pennsylvania’s local governments, as well as conduct independent research on a wide range of public policy issues.

LeeAnne comes to PEL with nearly 25 years of experience in program management, communications, consulting and client engagement. Former roles include assistant press secretary for a legislative caucus, director of communications (Ohio Department of Education), public sector consultant (Deloitte) and research assistant for the Government Performance Project, a project examining county financial performance for Governing magazine. Having worked with Fortune 500 companies, state and local governments, non-profits, health systems, social services organizations, and a small health technology start-up, she brings a variety of perspectives to the role of CEO.

She first joined PEL as a project manager in 2003. There, she worked on a variety of policy issues including a report on Structuring Healthy Communities, other local government work, state budgets analysis, health care, transportation and workforce development. LeeAnne earned her BA from Ohio Wesleyan University and her MPA from Syracuse University, Maxwell School. LeeAnne is a member of the Government Research Association and a board member at the South Central Assembly.
