LeeAnne Clayberger, CEO

Ms. Clayberger is Chief Executive Officer for the Pennsylvania Economy League’s Central Division. She leads a team of dedicated staff and consultants that deliver technical assistance and consulting services to Pennsylvania’s local governments, as well as independent research on public policy issues. In addition to research, PEL organizes and hosts Issues Forums throughout the Commonwealth on timely public policy topics.  

MsClayberger comes to PEL with nearly 25 years of experience in program management, communications, consulting and client engagementHaving worked with Fortune 500 companies, state and local governments, non-profits, health systems, social services organizations, and a small health technology start-up, she brings a variety of perspectives to the role of CEO.  

Ms. Clayberger earned her BA from Ohio Wesleyan University and her MPA from Syracuse University, Maxwell School. She first joined PEL as a project manager in 2003. There, she worked on a variety of policy issues including local government, state budgets, health care, transportation and workforce development. She also worked on the IssuesPA initiative for the 2006 gubernatorial election.   

After leaving PEL to pursue work in the private sector, Ms. Clayberger returned in February 2020 as Chief Executive Officer. She was compelled by a sense of commitment to PEL’s mission and values – information, insight and integrity – and the belief that now, more than ever, there is a need for nonpartisan voices on the important issues impacting Pennsylvania.
