Strategic Management Planning Program (STMP)

The Strategic Management Planning Program (STMP) was enacted by the Commonwealth
to help communities avoid municipal distress

The STMP program offers state matching grants to municipalities to hire an independent financial consultant to prepare a three-to five-year financial plan and management review.

The program is administered by the Governor’s Center for Local Government Services in the Department of Community and Economic Development.
