The Pennsylvania Economy League Launches Innovation Lab to Create Stronger Communities Across Pennsylvania

The Pennsylvania Economy League (PEL), a nonprofit, nonpartisan public policy organization, is proud to announce the launch of the Local Government Innovation Lab, a new statewide initiative designed to help Pennsylvania’s local governments and communities tackle fiscal, operational, and policy challenges through applied research, technical assistance, policy analysis, and data-driven innovation.

The Innovation Lab will serve as a nonpartisan hub for local problem-solving that will give municipalities, school districts, authorities, nonprofits, and community organizations access to research, tools, and expertise that promote sustainable local governance, fiscal stability, and evidence-based decision-making. The Lab also aims to foster collaboration among local officials, civic leaders, and academic partners to strengthen Pennsylvania’s communities from within.

Addressing Critical Local Challenges

Across the Commonwealth’s 2,500+ municipalities, local governments have the enthusiasm, drive, and commitment to improve their communities. However, due to limited staff and tight budgets, many struggle to provide essential services. Moreover, research and technical assistance are costly, and smaller communities often lack the time, data, or expertise to address complex policy issues.

PEL believes no community’s future should be defined by its ability to pay. Throughout 2026, the Local Government Innovation Lab will provide selected partners with free, customized support to help local governments make smarter decisions, stretch limited resources, and avoid costly mistakes.

“For nearly 90 years, PEL has been the trusted voice for sound local government policy in Pennsylvania,” said Vinny Cannizzaro, Ph.D., Executive Director of the Pennsylvania Economy League. “The Local Government Innovation Lab continues that legacy by helping municipalities innovate from within. By combining research, engagement, and technical expertise, we’re reshaping how decisions are made and how local government works.”

How It Works

From November 20 through December 31, 2025, PEL will accept applications from municipal and county governments, school districts, nonprofits, academic institutions, and community organizations. Up to two projects will be selected from each of the five regions across the state. Applications will be reviewed and assessed in January 2026, with final selections announced in February 2026. Projects will be completed throughout the year, culminating in a celebration of progress in late 2026.

Selected partners will work with PEL to develop a customized work plan and deliverables aimed at long-term sustainability. Each partnership will also help train the next generation of local policymakers through student research and applied learning opportunities at the undergraduate and graduate levels.

Examples of sample projects include, but are not limited to:

  • Applied Research: Conducting actionable research studies on municipal finance, service delivery, and community development.

  • Technical Assistance: Providing customized support to local governments facing fiscal or management challenges.

  • Civic Engagement: Hosting forums, workshops, and surveys to elevate citizen voices in local decision-making.

  • Program Development: Leveraging current community assets, collaboratively design programs, frameworks, or initiatives to support community and economic development and growth.

Investing in the Local Government Innovation Lab means investing in stronger, more resilient communities. Contributions will directly fund local projects, reduce long-term fiscal risk, and enhance the capacity of governments across the Commonwealth to deliver responsive, effective public services.
