There is a critical gap in the current data center development landscape: decision-making is often fragmented, and there is no independent, nonpartisan tool to help municipalities, residents, and developers jointly assess feasibility, risks, and community acceptability.

The Pennsylvania Economy League is working to close this gap.

The Responsible Data Center Development Framework will provide an independent, evidence-based system for evaluating the fiscal, infrastructure, environmental, and community impacts of data center development. It will help municipalities make informed decisions, engage residents and developers, and pursue development that is sustainable, equitable, and aligned with local priorities.
